Check out this UPI story " Intel. Budget May be Buried in PowerPoint:"
"...intelligence blogger R.J. Hillhouse used functions in PowerPoint to uncover the figures entered in a spreadsheet to generate the graph.... Using these figures, Hillhouse estimated that the intelligence budget for fiscal year 2006 was closer to $60 billion, nearly 25 percent higher than the $45-48 billion figure typically projected."
For the record, it was FY05.
The same UPI national intelligence correspondent, Laura Heaton, also did an interesting short piece today "Senate Faults IC Use of Contractors."




Perhaps one of the best clues as to the importance of outsourcing oversight occured when the ODNI underwent its first major reorganization. DDNI/Management was scrapped for a DDNI/Acquisition, the management of contracting out in the IC thus being put on an equal par with collection and analysis. In the intel trade, we would call this a major indicator.
