The chipper morning emails were laughed at, so were the stories about pulling down the pants of Soviet officers in Potsdam, but bringing back Kappes and Sulick gained him some ground, and then there was the (failed) Rizzo nomination. Director of Central Intelligence Hayden keeps trying to be liked by the cool kids in the NCS (National Clandestine Service) and maybe this time he's succeeded. Now, in what may be his most popular move yet, Gen. Hayden has ordered an investigation of the CIA's Inspector General. Why would something that seems like such a conflict of interest to the rest of the world be well received by the NCS? Buzzy Krongard sums it up:
“The perception is like in a police department between street cops and internal affairs,” said A. B. Krongard, the agency’s executive director from 2001 to 2004.
Now if Hayden will only do something about allowing those analysts as Chiefs of Station, he might really win over the NCS.
